elpa-shut-up software package provides Emacs Lisp macros to quieten Emacs, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-shut-up
elpa-shut-up is installed in your system.
Make ensure the elpa-shut-up package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-shut-up *
You will get with elpa-shut-up package name, version, architecture and description in a table
