elpa-perspective software package provides tagged workspaces in Emacs, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-perspective
elpa-perspective is installed in your system.
Make ensure the elpa-perspective package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-perspective *
You will get with elpa-perspective package name, version, architecture and description in a table
