dict-gazetteer2k-zips software package provides ZIP and ZCTA database for the 2000 US Gazetteer, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install dict-gazetteer2k-zips
dict-gazetteer2k-zips is installed in your system.
Make ensure the dict-gazetteer2k-zips package were installed using the commands given below,
