clisp-dev software package provides GNU CLISP, a Common Lisp implementation (development files), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install clisp-dev
clisp-dev is installed in your system.
Make ensure the clisp-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep clisp-dev *
You will get with clisp-dev package name, version, architecture and description in a table
