cabal-install software package provides command-line interface for Cabal and Hackage, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cabal-install
cabal-install is installed in your system.
Make ensure the cabal-install package were installed using the commands given below,
$ sudo dpkg-query -l | grep cabal-install *
You will get with cabal-install package name, version, architecture and description in a table
