anna software package provides anna's not nearly apt, but for the Debian installer, it will do, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install anna
anna is installed in your system.
Make ensure the anna package were installed using the commands given below,
$ sudo dpkg-query -l | grep anna *
You will get with anna package name, version, architecture and description in a table
